§ 35.28. BUY MONEY PROGRAM.

  • (A) The buy money program for the city is hereby established, all in accordance with the directives of the Indiana Department of Local Government Finance.
    (B) A line item for such fund shall be established in the general fund budget.
    (C) Officers authorized by the Chief of Police may draw on the appropriation in order that a check be issued and cashed, and for the cash to be used as buy money to pay informants and to make drug and other related purchases.
    (1) A claim to fund the buy money program shall be approved in a public meeting to the same extent as all other regular claims, and once the claim is approved and the cash obtained, no further approval shall be required by the Common Council as to the expenditure of the funds.
    (2) The Police Department shall then have all authority and discretion in the expenditure of the buy money for the purposes set forth herein, pursuant to procedures implemented by the Police Department.
